Revmove Negative Penalty if Contact is Updated upon removal from Graveyard

Once a contact is graveyarded for bad information the graveyarder is subject to penalties if the contact is removed within 30days.

If that contact has bad information and was edited upon removal there should not be a penalty for the.

I suggest-

1. 'Remove From Graveyard'
2. 'Edit this Contact' 
3. Contact is now back in the database. If edited then no penalty for recent GY?

So you are suggesting no penalty for putting a contact into the graveyard when it only needing updated to begin with?
